Don't delete it. It's part of Dropbox.

Starting with 2.8, we'll drop a .dropbox file in the root of your Dropbox, and will only ask you to merge if the .dropbox file matches your account. This was intended to help prevent accidental merging of different Dropbox folders.

今日Dropboxからメールがありました。
The .dropbox file in your home folder contains configuration information about your account. The .dropbox folder in a shared folder contains information about the shared folder itself.
アカウントに関する設定ファイルとのこと。
もっと具体的な説明が欲しかった。
